The 22nd Conference of the Parties, the annual summit on climate change, opens today in Marrakech. After having signed the global agreement last year in Paris and have it ratified at record time on November 4th, the COP in Marrakech has the difficult task of transforming the vision of Paris into concrete actions.

As in any COP, the issues on the table are innumerable, as many as the acronyms created by the UNFCCC. We can summarize the vast sea of topics in 3 major categories:

  1. Governance,
  2. Rules,
  3. Path.

The first hurdle to be solved is related to the identification of the body responsible for managing the work between the APA, the pre-ratification body, or the CMA, the governing body that will be responsible for taking decisions. It is a procedural and substantive choice, and will give a first impression of the actual willingness of signatory countries to get in motion what was agreed last year.

There’s a lot of work to be done: from the harmonization of NDCs to the revision of the loss and damage mechanism, from adaptation to the stocktaking, with finance still being a major issue. In Marrakech all of this will have to start to look real.

For the first time in 15 years, the summit opens with an already set agenda, which is part of a process in motion. It is now important to define the boundaries of this path that should lead all countries to raise their ambitions in the coming years.
